Because people think they can beat nature. Precisely why Florida even exists as a state. It’s still a swamp land that essentially plays as the toilet bowl of the region but people want to live on the beach. Surely we can out-tech nature! 

Isn’t this the whole reason we’re supposed to learn from history? There have been tons of hurricanes in recorded history to provide a basis for understanding the risks associated with hurricanes. That’s not a hindsight thing. That’s an intelligence thing.
