Exactly. The same men that hired me would frequent this place, critique the waitresses bodies while at their table, & then talk about them being "hur hur, dumb sluts" for working there. If the waitresses were recognized while trying to later get a different type of job, these dudes would be the same ones to deny them

My guess is (assuming he's not a complete idiot) that he feels the publicity directly linked to these two specific situations (the t-shirt and the boob job) far outweighs the lashback.

If the employee did not want to wear the bikini on TV and couldn't opt for the t-shirt, why fire her? Just let her go home for the day or don't film her.
