#2 is not well said. Any difference in speed is a problem, but especially slowing to turn and not speeding up to merge. (I strongly support building turn lanes as well as fully using them.) Those things cause more accidents and more severe damage than poking along in the left lane.

Do you really think that the Camry driver would have reacted differently if it was on the left? He was changing lanes—likely to pass—and he didn't adequately check. The exact same thing could have (or rather would have) happened on the other side.
