It seems deeply unlikely that a retired supreme court justice of BC (the person who headed the investigation) would have indicated that he should be fired if there wasn’t at least a reasonable degree of meat behind the allegations. This letter should acknowledge that.

It sounds like he was found to have done something, just obviously not all of the accusations, or there would have been police involved.
