In 2012, with Milwaukee giving 332,438 votes and voting overwhelmingly blue. Without Milwaukee/Madison, 2 out of the 3 highest voting districts are red; Obama won the state (by 213,019 votes), but would he if the voter ID laws targeting minority communities had been in place?
