Used to vent cabin pressure when air bags go off, all those air bag gasses have to go somewhere for the air bags to work properly.

This photo was taken on the main north/south road of the G.M. Technical Center in Warren Mi. The Tech Center was (is?) a favorite site for publicity shots, I remember it being an almost weekly event when one or another area of the TC would be closed off temporarily for a photo shoot.
