Tight spots and wear issues are pretty easy to recognize, things like the chain needing adjustment, adjusting it, going for a test ride, it shifting like crap, stopping and seeing that its out of spec again. A process that usually happens hundreds of miles from home.
I suspect that is an old figure before the advent of synthetic lubes and lower friction bearings. Also the very low loss number of chains bandied about is for open roller chains; O-ring chains on the typical street bike have a bit more loss. I’d like to see a good modern study on the subject.
