These days, these deals are mostly done by tying down the incentives to “hard assets” (infrastructure, site improvements, things that can’t leave if the company moves) and/or performance-based rebates (likely sales taxes in this scenario).

We don’t have a state income tax here, and state sales taxes are pretty average. State spending doesn’t pique the interest of most taxpayers here (at all). It’s the local spending (property taxes) where people give a damn.
