It’s the same issue with the New Orleans area. However insurance companies only pull this shit in lower income areas because it’s harder for them to prove any bias and the governments in those areas to fight back.  Lobbyists have made it all too easy for the companies to wring a place dry.

Driving is a paid privilege. Not a right. Mandate it and have the private party interested in driving pay for it totally. Mandate re-testing every 1, 3, and 5 years with every 5 years after to keep habits good and drivers everywhere safe and up to date.
