Permits are fairly cheap in a zoned area. Issue is the machines can be well into a million plus. Higher performance soaps and water recirculators add to the cost. Typically the high pressure blast water gets picked up again and filtered and reused to cut down heavily on water cost.

to be fair 99 was the first year for the lightning, the harley edition, and the 4 full door model. it could be “new enough” for a lot of people. Now considering a truly new platform model, it is not.
Much like the current nissan Z, it is the3rd major refresh of the same platform from the 2002 launch of the 350z.
