Not true. For some guns there are parts absolutely needed to make the gun run full auto that are not NFA regulated. The list isn’t huge, but there are some. They also don’t alter the behavior of the firearm when used without the regulated bits.
Mostly correct, you can indeed replace NFA regulated parts in an pre-86 machine gun. It just requires the appropriate book keeping to ensure the new part is serialized and/or paired with the serialized registered NFA machine gun, and the original part destroyed. I do believe you need to be a class 10 FFL.
