Banks are not a business where you purchase retail goods - they operate under different rules and because the government backs all the money (FDIC insured!) the laws make it very clear errors are not in your favor.
Oddly given a neutral starting point people (when tested and watched for this sort of thing) tend to point out errors for or against them.
You'll note that if they ring it wrong on the register - common decency will cause either party to usually point this out - however even if you are aware of the mistake they made - once you leave the store you aren't liable for theft. (This is assuming you didn't obfuscate the item or alter tags).
