Oh come on... the handbrake one is the lazy teacher way. Look at these kids, they don’t have 3 feet but they can still do a hill start without the handbrake. If you practice it a bit, in a month or two you’ll be able to start without even rolling an inch backwards.
Isn’t having a sensor good enough? My car tells me when a light bulb is not working. It removes the hassle of doing it on pre-trip check.
If you’ve seen Top Gear hot laps you can see that EU cars are starting to adopt the brake lights flickering when slamming on the brake.
Why do people do that? Handbrake for a hill start? Can’t really get it. It’s simple, Clutch up, gas down, scissor action.
This is becoming pretty much the norm in the EU and I love it.
I’m actually happy for the EU version of that program. It removed enough death-traps from the roads that it was worth it only for the human “cost”. If you factor in the removal of old, non-Euro cars it’s even better.

Those are not always for yourself. Dirty headlamps with may produce a rather annoying (high-beam like) glare for the other drivers. Think refraction index and stuff like that.
