I actually think it hasn't been necessary. The last thing we need is a bunch of great players out on yellow cards. A good ref can just deny the foul and keep the ball rolling. The penalty was legitimate anyway so I don't see the conflict.

Well it's only considered a flop if there was no actual foul, so I can't imagine that scenario. If you've been fouled you can fall however you might choose. There's no rule on falling a certain way when someone trips you— that would be a funny rule.
I think taking out Gio was the big fuckup. When Herrera subbed him I was screaming "Whyyy??? whyyy??"
There have been no yellow cards for diving the whole world cup, seems to be FIFA policy—why single out Robben. His was was spectacular, yes, but Márquez was dumb and he made contact— should have known better. Mexico fell back too deep anyway, they were asking for it, Piojo Herrera fucked up in the end.

No. A foul is a foul. Faking a foul can earn you a yellow card though, but refs have been pretty lenient on that end for this tournament.
