You are so right. I used to just marvel over many of them, because if they had put the energy and intelligence into "straight" enterprises, as they did trying to run scams in the prison, we would all be the better for it. Prisons are sad no matter how you look at it. Such a waste of people.

And jails will always be "easier" than prison because many are awaiting trial. They are innocent until proven guilty. Even the ones who are there for their sentences, aren't there for outrageous crimes, so they go a little lighter on jail inmates.

Trust me. No one here wants the multi-thousand dollar a month electric bill for inmates to get AC when some of the CO's don't have it at their homes. That is only a fairly minor subsection of inmates that are there uniquely for AC.
