Why would a messaging app need to connect / disconnect to WiFi on its own? Or to pair with Bluetooth devices? Or modify my system settings?

WhatsApp may be secure, but the list of permissions that it asks for is mind boggling. Signal is not much better. And at the bottom it says “Updates to WhatsApp Messenger may automatically add additional capabilities within each group.” Let’s take a look:
