From what i can see from the image of the vehicle this is what I’d say it is. Though from the plastic piece, I am not sure.

I think the plastic bit may be analogous to what’s pictured here, which seems to be a clip that holds a liner onto the inside of a hood or fender (in this case, Ford Focus). Maybe a sibling part to this?

I was thinking some kind of Ford, though maybe smaller like a Fusion or possibly even a focus.
