I thought the show did fine showing him taking over in the Vale after Lysa’s death, but I will agree with you that after that point, he really is useless. The whole plot of giving Sansa to Ramsey Bolton is possibly the dumbest thing to happen on the show, with the possible exception of Jaime and Bronn’s secret mission…

I expect Ms. Lint to eventually wake up to this and hate him almost as much as she hates Derek. I don’t think anyone will be as hateable as Derek, though, not even a man who releases weaponized syphillis.

I feel like the show started out slowly in building up the depth of connected events that would make The Tick a richer world, but it’s getting better as it goes along.

I am making a bit of a wild guess they are setting up a role reversal between Dot and Arthur, where Dot becomes increasingly invested in investigating wild theories about the Terror and Arthur takes on the role of protector who has to rein her in. Which if done right, can become a fun arc.
