So we're selling weapons and planes to both sides in this conflict. That always goes well.
It codifies the existing sanctions into law, prevents the President from unilaterally lifting them, and expands the number of Russian businesses and Russians affected, so it doesn't seem that bad. The House will water it down, I'm sure.
