Depends! I do a lot of what my husband does (bicep curls, dead lifts, squats, pushups) and I run in intervals (I can't long distance run for shit) but I haven't really been seeing the tone in my arms that I'd expect at this time.
Question for the ladies who weight train: have you noticed yourself building mass in one area of your body but not the other? Uh, some state universities are shitty, some state universities are not. I've had the displeasure of meeting a couple of California's Tea Party congressmen (they exist! House of Representatives!), and they kind of do want to alienate their colleagues to the left to appeal to simple-minded voters who see it as them standing up for the truth or some shit.
