Right, but streaming with no games makes all people eligible to be considered “free tier” members of Stadia. Yeah, the idea is that it’s free to stream the games you buy, but thats less a tier and more the status quo...

The thing is though, that other services would likely charge you the subscription would have included the game library rather than charging for the service itself. This is basically the opposite in that you pay for the games, but the service is free (if subpar for like the 2% of people that run 4K).
