They’ll have your credit card number that you just used to pay to remove it from your windshield. I imagine it will be something that you agree to when you pay the fine.

There is probably a fine if you don’t, but if you already don’t pay parking meters or parking tickets such that you would earn this device, you might not care....

You’ll have just paid a fine, likely by credit card. I’m guessing you’ll have incentive to return it undamaged.
