46bhp is more than enough to kill yourself with, but it’s more the behaviour of the engine - it’s torque curve and power steps that make it easy to ride.  A peaky 25bhp 2-stroke crosser will be much harder to ride controllably than a PC800 - but it’s probably more of a beginner’s bike in some eyes.

I wouldn’t call it a beginners bike at all. It’s a relaxed tourer/commuting bike and would suit those uses down to the ground because that’s what it’s designed for.
