In how it’s been enforced so far, yes. The current regulations require that you be engaged in “operations” in or relating to a boycotting country. Even if you’re an employee in e.g. Qatar, you’re not covered.

This is generally not true, though there are some big exceptions regarding US diplomatic and military personnel. See Morrison v. National Australia Bank, 561 U.S. 247 255 (2010)
