Wouldn't a mirror or a periscope type lens work better and be easier to develop.

@badhatharry: No the volt uses the gas engine to drive the car once the battery wears down. Last I heard the Volt's gas engine/generator can't make enough electrical power to drive the car and charge the batteries.

@jetRink: The sun evaporates the water in the material between the 2 cylinders. It does seem counterintuitive but it does work. Kinda like in a modern air conditioner that makes heat in order to make cool air, or thermoelectric cooling. All seem backwards but they do work.
