There is already an in-use compliance program which pulls consumer vehicles for up to 5 years for verification at EPA. EPA is the single standard. CARB is more stringent which is allowed. States have the right to go tougher with regulations but not easier.
Don’t forget about weather, pavement conditions, and tires which also have an effect.
