Honestly, this is totally normal in residential towers. As soon as there is some kind of break they bump up the numbers (the one I’m working on now has floor 1 and 2 as retail, them jumps to floor 5 for the hotel, then between the hotel and the residential there is an 8 floor jump).

If there’s no changing table in the men’s room you march right into the ladies and use the changing table there. That’s exactly what I did.
