I've never seen it in the list of plans (until now, see below). T-Mobile's all-unlimited plan is (was, since it doesn't exist anymore) something like $80/month. Now you get unlimited voice and texting, and only 200mb for $70/m; 2gb of data is $80/m. That's on contract.

This article had the worst coverage of these Lenovo tablets. Engadget, This is my next, Gottabemobile, even Wired, all provided much better coverage, including many pictures and hands-on videos. You're right, which is why running XP on a 4k monitor is stupid. I don't know how Win 7 would handle super high DPI, and I don't know what the DPI on this 4k screen is, but I'd suspect Win 7 would manage ok.
