Sadly, "wiping" an iPhone still isn't enough. You have to manually deauthenticate the device first, or go into iCloud.com and delink the device there.
While not an app per-say, it is worth mentioning that if you have connected your iPhone to iCloud, you do have to de authenticate the device from iCloud before you sell it, otherwise the phone becomes a paperweight as it won't activate otherwise.
