RG3 is a bigger name because he plays in DC and the media hype for football here in DC is RIDICULOUS. It's almost as bad as New York is for baseball.
Also, his wide receivers, tight ends, and running backs. Yet, RG3 is getting all the press. That's the difference between living in Washington and Washington, D.C.

The other issue I could see here would be if the DID release this for free, wouldn't it be pretty easy for someone else to take this world, and use it for another game, that said fictions developer could then charge for? I'm sure you'd have license agreements and all, but it's just another potential issue.
