Last year they did a bunch of stuff, including multi-player events. I can't speak for this year, but it wouldn't surprise me if they ignored it in game, since they dropped support a while ago. (In all fairness, they were supporting the HELL out of multi-player with weekly balance changes and SEVERAL free expansions.)

How did PlayStation handle it last gen? I know the Xbox allowed you to backup to external thumb-drive and handled license transfers via their website. One would certainly hope they've improved upon the process for this generation.

For me personally, I'm not too concerned with installs as I'd be performing 90% of them remotely while I'm at work. Secondly, as I stated, I'd be running the handful of games I'm currently playing off the internal drive, and using the external drive as a place to archive old games to.

Ps4 Plus online offers 3GB of cloud storage so I would hazard a guess and say you'd be able to back up your saves there. Assuming of course that someone at Sony bothered to think the process through of moving from one drive to another.

With the increase of the likelihood of games such as Titanfall, Diablo 3, Sim City 4, games with no offline mode, I'm going to guess this is an early attempt to clearly state that each game has online, offline, or both in anticipation of more similar online only games in the future.
