Interesting. It seems to be a test pattern from an experimental DuMont station that operated for one year in New York in the early ’50s (KE2XDR). In my relatively quick search, I've seen copies of it and a cleaner recreation on Flickr (minus some details).

Yeah, I think I did my back of the napkin calculation incorrectly because it does seem low. When I redid it (based on the per-mile cost of the Warm Springs extension), I got $337.9 billion.

The easiest possible explanation is that "Moon 13" is the base and "the moon" is the location of said base. Although it's somewhat redundant in this case, it's not that uncommon (like the station ident referred to by Jason Kirk Harder or saying New York, New York).

I agree that the series settles into a better rhythm. One critic asserted that the season was lighter on general pop-culture reference while still leaning heavily on sci-fi/geek culture references.
