You are absolutely allowed to be any character from anything you want for Halloween. That doesn't mean you have to paint your skin. If people can't tell who you are from the outfit alone, you chose the wrong costume.
Shaving does, however, create a blunt edge on the hair which gives the appearance of thickness. If you rip the entire hair out to the follicle it will grow back with a tapered end. Science.
