The distinction is somewhat arbitrary - and depends on whether its a geographic, geologic, or cultural distinction.

I agree to an extent - but it seems to me the threshold is too low. Nobody making $70k in Denver (an expensive city to live in) is buying a new EV.

In the UK the registered owner of the vehicle has to say who the driver is when they get the ticket. If they can’t or won’t say, then the ticket gets charged to them or they can be charged with obstruction.
