This might not be a totally satisfying answer, but I think the simple reason is a combination of laziness and saving money. The networks have learned that they can get big ratings just by playing old Christmas movies on repeat, so why create new content?

Watched House of the Devil last night
I've seen many, many horror movies and I have to say, that's one of the scariest in recent memory. I found the drawn-out moments of suspense, as the heroine explores the house, excruciatingly creepy. Much more effective than standard shocks.
