I had the pleasure of working with concept artists at Ubisoft Red Storm for a few years. They were all incredibly talented, creative people. At least one of them can be found on Wikipedia, albeit for his comic work.

I'd argue the opposite, where those middleware tools allow early designers to even make stuff, and when you get an established team can create custom technology...but that requires programming knowledge.

Your buddy at EA has no clue what he's talking about. Ex-Ubisoft employee here – the top producer, one game designer, one UI designer and the kid in charge of all shooting mechanics (I have no clue what he was called) at our studio started out in the QA department.
