The last time I took my cat to Europe the vet Fedex’d the papers to/from a USDA office for me. I didn’t have the time nor the desire to schlep out to the USDA office at JFK. I did that for my previous trip. Some years ago that extra $25 USDA stamp wasn’t necessary.
