From the description (and from looking at the site on google street view) I get the opposite impression. This may have been a routine instance of a truck entering the highway where an accident would normally be avoidable.

I think it's important to note that this appeared to be an unavoidable accident in any circumstance. What I've read seems to indicate the trucker pulled out in front of the Tesla. Traveling at highway speeds, it may not have been possible for anyone to avoid the crash.
