Good luck buying a $500 car that will pass inspection in my state. Add in registration fees, sales tax, inspection cost, and insurance costs, you're in for ~$1000; that's if you actually manage to find a $500 that will pass inspection. That's not easy to come up with for a ton of people.

Some states also require you to get it inspected. That's only $25 here in NY, but that's if it actually manages to pass.
