There are like 4-5 license types in ny. You can get an id card up to a CDL. For a driver’s license or permit you have to take a road test which is very strict and hard to pass plus a written test which admittedly is in like 30 languages. 

With a license you can get a title. If you get a title you can export. It’s pretty stupid because I live on ny and I have Nexus and real id license which does require sharing with the feds. And to get a ttp you need a passport and biometrics.
