It’s allowed, but there are all kinds of hoops they would have to go through before the divorce would be granted, especially if it were a Temple marriage (or “sealing”), which is considered a marriage “for time and all eternity” — in this life and the next.

If he was married (or “sealed” as their nomenclature goes) in the Temple, it’s a big deal to get a divorce. Doing so twice would be an even bigger issue.

He can even call it an “infrastructure project” as the tanks ripping up the asphalt will result in the repaving of Pennsylvania Avenue.
