I get what you're saying definitely, but I think the main thing here is the actual act of changing or adding to the uniform itself, if he'd have worn it on his hair or person I don't think it would be quite the same.

You can't predict racism and then definitively convict those involved of racism. Also, a notice was sent to ALL students it states that they would not allow changing of the garment. And as far as I know, the student in question was allowed to keep his changes anyways… so?
