Genuine question--is “sign a bill” the same as “propose a bill?” I thought signing was a bit more passive.

I’m so sorry. I’ve been trying to keep up with the clusterfuck that is UK government since Brexit and, like Trump’s regime, it just seems to get worse and worse for you.

This is a really good point. And if someone is having a panic attack in a mask, their distress is often (but not always) really evident. Most human beings wouldn’t chide someone who is clutching their chest and hyperventilating and crying.
