That’s correct, pan basically just means opens to all people, including those who fall under the trans umbrella.  As much as I get annoyed at people who try to be all “I just don’t like labels maaaaaaan”, sometimes there gets to be too many labels that it causes confusion.

I think pansexual is usually used to include non cisgender people. Bisexual has the connotation of men and women while pan has a more everything vibe to it.

Yeah, us monogamous bis are mildly confusing. Just because I’m married and faithful to a wonderful woman doesn’t stop me from being bisexual, though it obviously looks heterosexual to an outsider.
