Most likely the only immediate purpose for such a large, unnecessary structure, is to line the pockets of the contractors and politicians who love nothing more than spending our money on worthless pork projects. And I guarantee this thing cost 10 times what it would have in the private sector.

As I understand it, there is a good reason non-military channels were not fully pursued. Each nation had its own little military industrial complex with vast budgets that gave many people jobs and a few select people fortunes. An industrial war machine can only run so long without a war to justify it.
