This is very similar to an NFT system... The downside with those is the temperature of the water by the time it gets to the bottom. If the sun is shining on the gutters, it’s going to get really hot. It also can only support small plants because the root system is very shallow.

I agree with you that these need to be randomly audited by a third party, but violence complaints (in California at least) drop when police are fitted with body cams. It’s a good first step.
