I probably should have phrased that better. Even though Falcom outsourced the Ys III projects to other developers, Falcom's role in the affair was loose creative control. That's about the same as giving them a script and letting them figure out how best to present it.
Falcom didn't make Ys III and IV, both of which got panned. Ever since then, Falcom decided to give the middle finger to any idea of outsourcing their projects.
Ys IV: Celceta uses Ys Seven's engine. :D

Import duties only kick in once the value of your import exceeds 200 USD. That was certainly the case when I imported 3 games from Play-Asia. Part of it comes down to what the merchant/exporter declares is the value of the package when it reaches Customs.
