PSP and PS Vita games are not region-locked. Most Nintendo portable systems were NOT region-locked up until the DSi and 3DS. The 360's region-lock isn't a complete region-lock because it is only enforced by certain specific publishers. The PS3 is not region-locked at all.
Due to the region lock, you will need to import the Japanese 3DS, which easily runs you 300 USD in the red through a combination of shipping fees and import taxes. And that's just for the console itself.
The 3DS is dead (to me).
Regarding Federal law taking priority over State law, yes it can and does. As far as anyone cares, the issue of State vs Federal was decisively resolved in favor of the Federal government due to the American Civil War.

I was around in 96. Fact of the matter is, marijuana is in a legal grey zone in California because we have laws that permit the use of medical marijuana but at the same time we have laws that don't condone the act of possessing marijuana.
Marijuana is still illegal, by federal standards. In fact, the ballot to legalize marijuana in California was defeated back in 2010 so technically marijuana is still illegal in California except that it is now in that limbo between legal and not legal.

Hmm, adventure best describes the first Grandia game. Other than that, its combat mechanics is one of the best of any RPG. It is difficult for me to describe the combat mechanism because it relies on knowing whose turn it is coming up on a single line and then choosing what actions to take such as double-attack…
