As a former salescritter, sales manager, and F&I stooge I can confirm this as fact. The sales manager is the person who is actually running the sale, and the salesperson acts as a disposable layer of deniability between the dealership and the customer.
And car sales 101 is to get the customer on a car that is on the lot.
