They need to team up with someone like Samsung and create a windows store on android devices and emulate their UWP apps right on android. This will let people buy Google play and windows store apps. The advantage being that windows store apps will give them access to their apps across windows devices.

Microsoft is trying to clean up the mistakes of the past with windows 10 and their UWP api. Problem is that their user base is so split that writing software for the newer api makes no sense since windows 10 still supports the older stuff.
